The President of the Senate, Senator the Hon Stephen Parry, and the Speaker of the House of Representatives, the Hon Tony Smith MP, after advising the Joint Committee of Public Accounts and Audit, have commenced the search for a new Parliamentary Budget Officer.
Mr Phil Bowen, the inaugural Parliamentary Budget Officer was appointed for a four year ter.m in 2012 and, at the request of the Presiding Officers, he agreed to continue in his role for a further 12 months to cover the election period. Mr Bowen will retire from the position when his term ends on 22 July 2017.
The Parliamentary Budget Office plays an integral role in Australia's democratic processes by providing Parliamentarians, and through them the general public, with analysis and information about the budget, fiscal policy settings and the budget impacts of the election commitments.
For the new Parliamentary Budget Officer, the Presiding Officers will be looking for a person with strong public policy experience and close familiarity with the Commonwealth's budget framework and fiscal policy issues. The successful candidate will also have the capacity to operate in an
independent and non-partisan manner with a high level of confidentiality, integrity and accountability to the Australian Parliament.
As a departmental head and one of the most senior members of the Parliamentary Service, the successful candidate will also have high level strategic leadership and the ability to foster strong working relationships and high levels of trust with parliamentarians, parliamentary committees,
other Commonwealth agencies and external stakeholders.
Following a selection process, the Parliamentary Budget Officer will be appointed by the Presiding Officers after consultation with the Joint Committee of Public Accounts and Audit.
The Presiding Officers acknowledge and thank Mr Bowen, who has served in his role for the past 5 years. Mr Bowen has done an outstanding job in his role, undertaking his duties at all times with complete impartiality and independence. His agreement to remain in the role for longer than he
originally intended is gratefully acknowledged. The Presiding Officers wish him well for his retirement.
